While the transition to online learning has presented challenges for all our children, there are indications that children of color, students from low-income families, and those with learning differences and disabilities have had particular difficulties. As Montgomery County begins the long recovery process from the COVID-19 crisis, how can we help students catch up academically in a way that adequately supports the most vulnerable children in our community?

About the Speakers

Diego Uriburu is co-founder and Executive Director of Identity, a community-based organization in Montgomery County, MD. In pursuit of a just, equitable and inclusive society, Identity creates opportunities for Latino and other historically underserved youth to realize their highest potential in school, work and life. Identity facilitates youth’s successful transition into adulthood by providing skills, guidance, positive role models, and a strong sense of community. Previously, Diego worked as a psychotherapist at various community-based organizations in the Washington, DC area that work with the Latino population.

Diego participates in several Montgomery County task forces and working groups: he is a founding co-leader, along with the NAACP Parents’ Council, of the Black and Brown Coalition for Educational Equity and Excellence; a co-chair of Montgomery Moving Forward and the Montgomery County Latino Advocacy Coalition; and a member of the Latino Health Steering committee and the Latino Public Safety Workgroup. He holds a Master’s degree in Clinical Psychology from the University of Belgrano in Argentina.


Dr. Monifa McKnight is Deputy Superintendent of the Montgomery County Public School system, where she oversees all matters related to equity. Dr. McKnight joined MCPS from the Howard County Public School System, where she served as the Chief School Management and Instructional Leadership Officer. Prior to her tenure with Howard County, Dr. McKnight served as the Director for Secondary Leadership Development Programs for MCPS, and as principal of Ridgeview Middle School. In this role, she received the Maryland Middle School Principal of the Year award, given by the Maryland Association of Secondary School Principals and the National Association of Secondary School Principals.


Councilmember Craig Rice was first elected to the County Council in November 2010, at the time becoming the youngest African American ever to serve on the nine-member Council and second African American man to serve in that role. Prior to his election to the Council he served as a member of the House of Delegates in the Maryland General Assembly from 2006 until 2010, where he was on the legislative body’s prestigious and influential Ways and Means Committee.

A resident of Germantown, Coiuncilmember Rice represents the sprawling Up-County region of Montgomery County’s most geographically diverse district, as well as its fastest growing.  He chairs the Council’s Education and Culture Committee and also serves on its Health and Human Services Committee. In addition, he serves as the Council’s representative to the Maryland Association of Counties (MACo) in Annapolis, chairs MACo's Education Sub-Committee, and is currently President of the MACo Diversity Caucus. Craig chaired the Metropolitan Washington Council of Governments (COG) Chesapeake Bay and Water Resources Policy Committee until 2017, and continues to serve on the committee.

In September 2016, Craig was named to the Maryland Commission on Innovation and Excellence in Education (also known as The Kirwan Commission). This commission led the first major review of education funding in the State since the Thornton Commission’s review almost two decades ago.  Craig is currently leading the Pre-Kindergarten Workgroup  on the Commission.
